BISP registration is misunderstood because people look for a form or a website, and there is neither. Registration means your household’s details are recorded in the National Socio-Economic Registry (NSER) through the Dynamic Survey. It is done in person, at a BISP Tehsil Office or during an official survey visit, and it is free. Any website, app or agent offering online registration for BISP is running a fraud.
Once your record exists, BISP calculates your household’s poverty score from it, and that score decides eligibility. This guide covers who needs the survey, what to carry, what happens at the office, and what to do when something in your record is wrong. If you first want a rough idea of whether your household is likely to qualify, run the BISP eligibility checker. It gives an indication only; the survey is what counts.

Who needs to go for the survey
- Your household has never been surveyed. Without an NSER record you have no poverty score, and without a score you cannot be eligible, whatever your circumstances.
- You were surveyed years ago and life has changed. The earner has died or lost work, a family member has become disabled, or the family has moved. The old record no longer describes your household.
- The 8171 check says your household is not surveyed, or it returns a 933 error. Both mean the record is missing or incomplete.
- The woman’s CNIC details have changed, for example after marriage or a change of address, and no longer match the record.
If your household was surveyed recently and nothing has changed, you do not need to go again. Check your status instead, as explained in our eligibility and status guide.
Survey visits to your area
Registration does not only happen at the office. BISP also records households during official survey visits, and a household that is visited does not need to travel to the Tehsil Office for that round. The rules on a visit are the same as at the desk: the survey is free, the woman’s original CNIC is the document that matters, and the answers given become the household record.
Treat anyone who arrives privately, outside an announced survey, asking for fees, CNIC copies to take away, or thumbprints on a personal device with suspicion. An official survey records your household. It does not collect money or documents from you. If you are unsure whether a visit is genuine, call the BISP helpline on 0800-26477 before cooperating.
What to carry
Carry the original, valid CNIC of the woman of the household. This is the one document that is always required. A photocopy is not a substitute, and an expired CNIC will stall the process, so renew it at NADRA first if it has run out.
If you will also ask about education stipends for your children, carry their B-Forms as well. And carry a mobile phone number that your household actually uses and keeps. BISP communicates by SMS from 8171, and a number you no longer control means messages you will never see.
At the Tehsil Office, step by step
- Find your office. Registration is handled at BISP Tehsil Offices; if you do not know yours, the BISP helpline 0800-26477 can direct you.
- Go in person. The woman of the household should go herself, because the record and any future payment are in her name.
- Ask for the dynamic registration desk, and say whether your household is new to the survey or needs its existing record updated.
- Answer the survey questions completely. Staff record your household’s details, including whether any member has a disability. Those details become your poverty score.
- If your household already has a record, ask the staff to read back what is recorded. Correct mistakes there and then. This is also how an incomplete record behind a 933 error gets completed.
- Before you leave, ask how and when to check the outcome, so you are not relying on rumours or agents for news of your own application.
Give exact answers in the survey. Families sometimes shade their situation hoping it helps. It does not. A wrong record is the most common reason a deserving household is refused, and correcting it later costs another visit.

What happens after the survey
BISP calculates your household’s PMT score from the survey record. A score of 32 or below makes the household eligible for Benazir Kafaalat. If a member of the household has a disability, the limit is 37 or below.
You can check the outcome yourself by sending the woman’s CNIC number by SMS to 8171, or on the portal at 8171.bisp.gov.pk, as our 8171 portal guide explains. Neither the portal nor the SMS shows the score itself. If you are refused and want to know the number, the Tehsil Office staff can tell you. They are the only ones who can.
If eligible, the Kafaalat installment is Rs 14,500 per quarter, paid to the woman and collected by her with biometric verification. The BISP payment calculator shows the quarterly and yearly totals. The full programme rules are on our Benazir Kafaalat scheme page.
There is no online appeal form. If your record was wrong, ask the office to correct it. If your circumstances change later, ask for a fresh survey. Both are done at the same desk, in person.
Adding children: Taleemi Wazaif and Nashonuma
Registration day is the right time to ask about the two programmes that sit on top of Kafaalat, so you do not have to make a second trip.
Taleemi Wazaif pays education stipends for the children of Kafaalat women: per quarter, primary Rs 1,500 for a boy and Rs 2,000 for a girl, secondary Rs 2,500 and Rs 3,000, higher secondary Rs 3,500 and Rs 4,000, plus a one-time Rs 3,000 bonus when a girl completes primary school. The child must attend at least 70% of school days. Bring the children’s B-Forms. The Taleemi Wazaif calculator adds up what your children would receive.
Nashonuma supports nutrition in pregnancy and early childhood: Rs 2,500 per quarter for a pregnant woman, and for a child under two, Rs 2,500 for a boy and Rs 3,000 for a girl.
Problems and fixes
The 933 error
A 933 error after a status check means your NSER record is incomplete. It cannot be completed online or by phone. Go to the Tehsil Office with the original CNIC and the staff will finish the record.
Expired CNIC
An expired CNIC blocks assessment, and later it blocks payment. Renew it at NADRA before the survey visit, not after.
The address on the CNIC does not match
If the woman’s CNIC carries a different address from where the household actually lives, tell the registration staff. They can guide you on correcting the record during registration, which is simpler than fixing a payment problem later.
The record sits under someone else’s name
Older surveys recorded households as units, and a record can sit under the CNIC of another member, for example a husband or a father-in-law, while the payment must go to the woman. Take her original CNIC to the office and ask the staff to pull up the household record and review who it names. Updating the household’s details is exactly the kind of correction the dynamic registration desk exists for.
Nothing has changed months after the survey
Check the status by SMS or portal first. Many families are recorded and decided without hearing anything. If the check still shows no record, return to the office with the CNIC and ask whether your survey was entered. Staff can see whether the record exists and what score it produced.
The fraud warning that matters most
The survey is free, registration is free, and checking is free. BISP staff and survey teams do not charge, and nobody can sell you a better score, a faster survey or an online registration, because none of those things exist. Keep your CNIC and your phone with you at all times during the visit, and report anyone who demands money to the BISP helpline on 0800-26477.
After the survey: what the wait actually looks like
Once your survey is saved, the record joins the national registry and the score is calculated centrally. Nobody at the local office sets it by hand, and nobody can raise or lower it for you, which is why offers to improve a score for money are always fraud.
There is no fixed published waiting time, and silence does not mean rejection. Many households hear nothing until they check. Keep the same SIM you registered, because that number is how the 8171 messages reach you, and check your status by SMS or on the 8171 portal every few weeks. If you are found eligible, the first payment follows your district’s payment cycle and is collected by the woman herself with biometric verification. The family payment calculator shows what a household like yours would receive in a quarter, including children’s stipends.
If life changes after the survey, a death in the family, a job lost, a child born, a disability that was not there before, tell the Tehsil Office and ask about a re-survey. The record should describe the household as it is, and the score follows the facts.
Required Documents
- Original valid CNIC of the woman of the household.
- Children's B-Forms, if education stipends (Taleemi Wazaif) are relevant.
- A mobile number used by the household, for official communication.
Popular Questions
Is there any fee for the NSER survey or dynamic registration?
No. Survey and registration are free government services. Report anyone demanding money.
I was surveyed years ago. Is my data still valid?
Households are re-assessed through the dynamic registry. Visit a BISP tehsil office or check 8171 to confirm your current record.
Can I register for BISP online?
No. There is no online registration. Registration is the NSER Dynamic Survey, done in person at a BISP Tehsil Office or during an official survey visit, and it is free.
Which documents are compulsory for the survey?
The original, valid CNIC of the woman of the household. Carry children's B-Forms if you will also ask about Taleemi Wazaif, and a mobile number your household uses.
My household has a disabled member. Does that change anything?
Yes. The PMT limit for your household is 37 instead of 32. Tell the survey staff about the disability so it is recorded.
