Online Application Errors: 9 Common Problems and Their Fixes

Almost every blocked application fails for one of a handful of reasons, and most of them can be fixed free, in minutes, without visiting any office. This guide works through the nine problems people hit most often on Pakistani government portals, in the order worth trying them: cheapest and fastest first. If your problem is specifically about following an application after submission, our guide to checking an application status online covers the tracking side.
Start with three checks that fix half of all errors
First, confirm you are on the real portal. Type the official address yourself, 8171.bisp.gov.pk for BISP and azag.punjab.gov.pk for the Punjab plot scheme, rather than following a forwarded link. Copycat pages produce strange errors because they are not connected to anything real.
Second, compare what you typed with what is printed on your CNIC. Names, dates and numbers in the form must match the record underneath, character for character.
Third, give the form one calm sitting on a stable connection. Many “mystery” errors are just a dropped mobile data connection halfway through a page.

The nine problems, and how to fix each one
1. CNIC number rejected as invalid
The form usually wants the 13 digits with no dashes and no spaces. A number copied from a message, with the dashes left in, fails validation even though the CNIC is genuine. Retype it digit by digit. Also check the CNIC has not expired: an expired card fails checks across almost every service, and renewal has to happen at NADRA before any form will accept it. Before paying renewal charges anywhere, confirm the official amount with our NADRA fee calculator.
2. Verification code (OTP) never arrives
The code goes to the number registered for that service, which may be an older SIM than the one in your hand. Confirm which number the account holds. Then wait. Codes can take several minutes on a congested network, and each new request cancels the previous code, so rapid resends guarantee that the code you finally type is already dead. Request once, wait, and enter that code only. If messages from official numbers are blocked or your SIM shows no service, fix the phone problem first; no portal setting can deliver a code to a dead SIM.
3. Captcha fails again and again
Captcha pictures are deliberately hard to read, and the failure message rarely says whether the code or something else was wrong. Slow down and match capitals exactly. After two failures, reload the page to get a fresh picture instead of squinting at the same one. On the 8171 portal especially, heavy traffic makes the code image reload slowly; a half-loaded picture will never match what you type. If a reply from 8171 itself is what confused you, run it through our 8171 reply decoder rather than fighting the form.
4. Session expired and the form starts over
Government forms sign you out after a short idle period, and the back button breaks many of them. Prepare everything before you begin: CNIC, photographs and documents scanned and named, details written down. Fill the form in one sitting, avoid switching apps midway, and copy down the application or tracking number the moment the portal shows one. That number is what lets you resume or prove a submission later.
5. Photo or document upload rejected
Uploads fail on size, format or readability. Scan or photograph the document flat, in daylight, with all four corners visible and no shadow across the text. Save it in the format the form names, usually JPG or PDF, and under the size limit shown; a phone photograph of several megabytes is the most common cause of rejection. For a face photograph, use a plain light background and face the light source. Our PakID guide shows the photo NADRA accepts, step by step: how to create a PakID account.
6. Name or date does not match the CNIC record
The form compares your typing against the authority’s database. If your name’s spelling or your date of birth differs from the CNIC record, by even one letter, the check fails and no amount of retyping your preferred spelling will pass it. Copy the record exactly as printed on the card. If the card itself is wrong, the correction must be made by NADRA first; every portal that reads that record will keep rejecting the application until the record is fixed.
7. Biometric verification keeps failing
Fingerprint scanners struggle with dry, wet or worn fingers, and worn prints are common among older people and anyone who works with their hands. Wash and fully dry your hands, then press the finger flat and still. Try the finger the system asks for rather than your favourite one. For face verification, remove glasses and stand facing a window or light. If repeated attempts fail at home, the centre’s scanners and staff handle this routinely; a biometric failure is a known step in the process, not a dead end, and it is never a reason to pay an agent.
8. Payment taken, application still shows unpaid
Do not pay again. A deducted amount with an unpaid status almost always means the bank and the portal have not reconciled yet, which can take hours and occasionally a day or two. Save the transaction reference, the date and a screenshot of the deduction message. After the reconciliation window, contact the official helpline shown on the portal with that reference; for BISP matters the free helpline is 0800-26477. Double deductions are refunded through the authority’s process, slowly but through a real channel, which is more than any fixer can promise.
9. The portal will not open, or freezes at peak hours
When a payment or scheme is announced, lakhs of people open the same portal on the same evening, and it crawls. A page that times out at 8 pm often opens instantly at 7 in the morning. Try early hours, switch from mobile data to Wi-Fi or the reverse, clear the browser cache, or try a different browser. A portal being down is an inconvenience shared by the whole country that day; it is not a sign that your application is lost.

When the error is in your record, not in the form
Some errors survive every fix above because the problem sits underneath the form, in the record itself: a wrong spelling in the NADRA database, an expired CNIC, a mobile number registered to someone else’s CNIC. Forms cannot correct records. The issuing authority has to fix the record first, after which the same form that rejected you will usually pass on the first attempt. Spending an evening retyping a form against a wrong record is the most common wasted effort in this whole process.
The fixes that are actually frauds
Every error in this guide has a free fix, so any offer to fix one for money should end the conversation. The typical pattern is a shop, page or WhatsApp number that asks for your CNIC photo, an OTP, or your account password “for verification”. With those, a stranger can do far more damage than a stuck form ever could. NADRA and BISP staff never ask for your password or an OTP on a call. Do the steps yourself, or walk into the department’s own office, where the same help is official and free.
Step-by-Step Instructions
1 OTP not received
Check signal and that the SIM is the one registered for the service. Wait a few minutes before requesting a new code; repeated requests can lock the step temporarily.
Expected result: The code arrives, or you retry after the cool-down shown on screen.
2 Photo or document rejected
Re-scan in good light, keep the file within the size and format the form states (usually JPG/PDF), and make sure all corners and text are readable.
Expected result: The upload is accepted.
3 CNIC number mismatch
Type the CNIC exactly as printed, without extra spaces. If the record itself is wrong, the correction must happen at the issuing authority (for example NADRA) before the form will pass.
Expected result: The form validates your CNIC.
4 Payment stuck or deducted twice
Do not pay again immediately. Note the transaction reference and date, wait for the portal's reconciliation window, then contact the helpline printed on the official portal with the reference.
Expected result: The payment is linked or a refund process is started by the authority.
5 Session expired / form reset
Fill forms in one sitting on a stable connection, and save your application or tracking number at every step the portal shows it.
Expected result: You can resume or re-enter without starting from zero.
Popular Questions
The portal keeps showing an error with no explanation. What now?
Try a different browser or a quieter time of day, then contact the official helpline shown on the portal. Never use a paid 'fixer' service.
How many times can I request a new OTP code?
Portals limit resends, and repeated requests can lock the step for a while. Request once, wait several minutes, check signal and coverage, and only then request again.
My payment was deducted but the application shows unpaid. Will I lose the money?
Usually not. Keep the transaction reference and date, wait for the portal's reconciliation period, and contact the official helpline with the reference. Do not pay a second time while the first payment is unlinked.
A shop offered to fix my application error for a fee. Is that safe?
No. Every fix in this guide is free, and a stranger with your CNIC, OTP or password can misuse them. Do the steps yourself or visit the department's own office.
The error message is unclear. How do I know what it means?
Note the exact words or take a screenshot, then match it against the problems in this guide. For replies from 8171, our reply decoder explains the wording line by line.
